内容記述 | In recent years, as foreign residents increase in number throughout Japan, the policy of "multiculturalism/internationalization" has been adopted by many local authorities including cities, towns and villages, and various related activities have been carried out. However, it is believed that a multicultural society has not yet been concretely achieved. In the present study, we examined Aikawa Town, Kanagawa Prefecture, which is an area in which many foreign residents have settled, especially Peruvian and Brazilian nikkeijins (foreign nationals of Japanese descent), in order to determine the factual conditions of multicultural society. For the purposes of this paper, which is the first step in the study, we use "cultural exchange between Japanese and foreign residents" and "equality of access to civil services and information," to measure multiculturalism and discuss it with reference to previous studies on well known Latin American communities in Japan, especially in terms of the support activities provided by volunteer organizations. The town government of Aikawa together with local volunteer organizations hold various events such as Japanese classes, associations and festivals, through which cultural exchange between Japanese and foreign residents is seen. However, since these events and activities are led primarily by Japanese residents, the foreign residents' participation is quite passive, and they do not appear to have established an equal multicultural relationship. Nevertheless, although Aikawa Town is still far from an ideal multicultural society, it is making continuous progress toward its realization. | |||||
