Most of these immigrants were irregular migrants, until the Minahasan nikkeijin (Japanese-descended foreigners) started to be recruited in 1999. The dynamics of the Minahasan irregular migrants constitutes a significant part of the Indonesian migration trend to Japan since the 1980s. Because this particular group of immigrants plays an important role in the economy of Oarai and supports in the recruitment of their families, Japanese national and local governments take a somewhat lenient approach to them. On the other hand, the Indonesian government, at both the national and local levels, does not concern itself with the legal status of the migrant workers it sends to Japan.
